Leo Raymond is Vice President of Postal and Member Relations for Epicomm, based in Alexandria, Virginia. He was formerly the association’s Director of Postal Affairs and served as Interim President from August to November 2008. His duties include support for MFSA members nationwide regarding general postal questions, mailing problems, classification and deficiency cases, and related government issues, and support for MFSA’s educational and chapter-based programs.

Leo came to MFSA in March 2003 upon his retirement from a career with the US Postal Service that spanned over 35 years. He joined the Postal Service in 1966 as a temporary clerk and progressed through a variety of craft and management positions before coming to USPS Headquarters as a Mail Classification Specialist in 1985. His responsibilities there over the ensuing twelve years included administrative rulings and appeals, support for rate and classification filings, and management of the Domestic Mail Manual.

He led the 1992 revision of the DMM whose basic design and composition remains in use today. After 1997, he served as Manager, Resources, and Manager, Process and Integration, for the Sales group and its predecessor; he moved to Product Management in 2002.
